Current thresholds do not 01:11:43.360 --> 01:11:45.096 always reflect the real impacts on 01:11:45.120 --> 01:11:46.456 residents and neighborhoods, 01:11:46.480 --> 01:11:49.480 particularly where small or um well, 01:11:49.520 --> 01:11:51.336 small developments or rooming houses 01:11:51.360 --> 01:11:53.496 occur in established residential areas 01:11:53.520 --> 01:11:56.456 because they don't require any planning 01:11:56.480 --> 01:11:59.480 or um building permit. Thirdly, we're 01:12:00.000 --> 01:12:02.456 advocating for the planning reform. So 01:12:02.480 --> 01:12:05.016 under that um under current Victorian 01:12:05.040 --> 01:12:08.040 planning provisions um most rooming 01:12:08.560 --> 01:12:10.536 houses do not require that planning 01:12:10.560 --> 01:12:12.376 permit at all as I mentioned. So it 01:12:12.400 --> 01:12:14.456 limits that transparency and 01:12:14.480 --> 01:12:16.536 consultation that I believe as a council 01:12:16.560 --> 01:12:19.256 we should be having um with our with our 01:12:19.280 --> 01:12:22.280 community and our ability to um manage 01:12:23.280 --> 01:12:26.135 the impacts of rooming houses as well. 01:12:26.159 --> 01:12:28.536 Um we're also seeking stronger community 01:12:28.560 --> 01:12:30.536 notice and appeal rights. And by way of 01:13:04.400 --> 01:13:07.400 example of that just locally is um we 01:13:07.600 --> 01:13:09.976 have previously had a grant called 01:13:10.000 --> 01:13:12.456 empowering communities funding which 01:13:12.480 --> 01:13:15.480 went to a um specific community group 01:13:15.520 --> 01:13:18.520 that were providing um drop a drop-in 01:13:19.120 --> 01:13:22.120 service to a local rooming house. And 01:13:22.719 --> 01:13:25.096 as a result of that grant no longer 01:13:25.120 --> 01:13:27.175 being funded because it was a grant for 01:13:27.199 --> 01:13:30.199 CO and it was it ceased in 2024 01:13:31.120 --> 01:13:34.120 um that service has now ceased. And so 01:13:35.600 --> 01:13:37.896 what what that means it it it impacts 01:13:37.920 --> 01:13:39.576 the resident. It means that they're not 01:13:39.600 --> 01:13:41.496 getting that extra wraparound support 01:13:41.520 --> 01:13:43.496 that they would usually get to attend 01:13:43.520 --> 01:13:45.576 their welfare service. But it also means 01:13:45.600 --> 01:13:48.056 that they may not stay on track.
